Assessment of gender equality and social inclusion gaps in the skills and TVET sector of Bangladesh

This report highlights the need for significant improvements in gender equality and social inclusion (GESI) within Bangladesh's Technical and Vocational Education and Training (TVET) system through a coordinated approach. involving various stakeholders.

The ILO Bangladesh, in collaboration with the Government, employers, and workers’ organizations, is committed to breaking down gender-based barriers in Technical and Vocational Education and Training (TVET) and the broader world of work.

Under the ProGRESS project—funded by Global Affairs Canada—the ILO and the Directorate of Technical Education (DTE) undertook a comprehensive assessment that engaged teachers, students, policymakers, and social partners. The findings highlight entrenched gender biases, unequal opportunities, and discriminatory practices that continue to limit inclusion within the TVET system.

This report underscores the urgent need for a coordinated, multi-stakeholder approach to make TVET more gender-responsive. Through evidence-based and time-bound recommendations, it offers a roadmap for policymakers and practitioners to foster a more equitable and inclusive skills development ecosystem in Bangladesh.
