Assessing social protection adequacy in the Occupied Palestinian Territory

This report examines the Palestinian National Cash Transfer Programme (CTP) in terms of the methods currently used to determine levels of benefit and their potential alternatives. It also assesses opportunities to align humanitarian cash and in-kind programming with the CTP by applying criteria derived from international labour standards. The CTP operates across the Occupied Palestinian Territory (OPT) and is being implemented by the Ministry of Social Development (MoSD). The report proposes a number of options to reform current transfer value determination mechanisms, with the aim of improving the adequacy of cash assistance in the Occupied Palestinian Territory and supporting the coordination, coherence and potential harmonization of such mechanisms. The impact of inflation is also considered, and recommendations are intended to improve shock-responsive social protection (SRSP) programmes in the future.
