Analysis of situation of the freed-Haliyas in Karnali Province of Nepal

This report, prepared by the ILO Country Office for Nepal with support from the Purple Foundation, presents a comprehensive assessment of the status of freed-Haliya communities in Surkhet, Jajarkot, and Humla districts. The study was conducted under the ILO’s Bridge Project Phase II, funded by the United States Department of Labor. It evaluates the implementation of the Government of Nepal’s rehabilitation framework, identifies systemic gaps in access to land, housing, and livelihood support, and examines the socio-economic conditions of the freed-Haliya population. The report concludes with targeted recommendations for federal, provincial, and local governments, as well as development partners, to strengthen rehabilitation efforts, expand social protection, and prevent the recurrence of forced and child labour.
