Access to early childhood education and care and women’s economic empowerment in Ukraine

Its findings provide an evidence base for developing policies that strengthen family-friendly childcare systems, advance gender equality, and support Ukraine’s economic recovery.

Access to quality early childhood education and care services is one of the key preconditions for women’s economic empowerment and their full participation in the labour market. Russian Federation’s aggression against Ukraine has further exacerbated the already limited access to ECEC services, which had remained one of the key barriers to women’s economic participation and employment even before the full-scale war.
