This publication concern on the Timor Leste socio-economic context, the employment strategy and employment generation in: agriculture, in rural areas and surrounding towns, in infrastructure and public works program, in the housing sector, in the manufacturing sector, the Domestic Trade, tourism, overseas employment. Also focuses in the human resource development and raising technical, vocational and professional competence.

This document draws its strength from the Constitutional provisions enshrining that all persons, irrespective of their sex, age or other factors, should have the same rights and opportunities for employment. However, the exception is the youth, the women and the persons with disabilities who may find themselves in a less favorable position in the labor market. Hence, the need for focused attention and targeted interventions for such target groups in terms of building human capital that relate well to their conditions as well as market needs. The NES points out that the priority task is to address youth unemployment and a National Action Plan on Youth Employment (NAPYE) is developed as a sequel to it.
