Promoting pathways to decent work

This report examines how income support and ALMPs can work together to address barriers to decent work in emerging and developing countries. It first outlines a conceptual framework for understanding the benefits of an integrated approach, followed by findings from an extensive empirical analysis. A country mapping reveals the various ways ALMPs and income support are combined in these regions, where they play a key role in labor market policy. A literature review and global study show that combining these policies leads to better results, though outcomes vary by policy mix. Impact evaluations from Mauritius and Uruguay provide further evidence.
