The overall objective of the programme is that local governance contributes to peace and equitable priority service delivery.
In Somalia, we work with central administrations and local district councils to establish and strengthen policy, institutional frameworks, structures and systems to improve local governance and the delivery of basic services at the local level.
ILO Somalia leads in promoting employment-led local economic development with specific focus on:
- Supporting the development of policy, legal and institutional frameworks and capacity and local government for decentralised public works investment and service delivery;
- Developing and integrating local resource based employment-intensive approaches in the local public expenditure management processes. For example, from the participatory planning process to project design, procurement and implementation processes for public works and service delivery as well as the operation and management of these assets.
- Building local government capacity to develop and enabling environment for local economic development where the potential of local resources are recognised and optimised.
