Brief over view:
SECO This project represents a portion of the Government of Switzerland’s contribution to the Global Aid for Trade initiative and is closely aligned to the Enhanced Integrated Framework TIER 2 process. Specifically this project is aligned to the Horticulture and Tourism Components of the Government of Tanzania’s Trade Sector Development Programme (TSDP). The project will work closely with national partners in the sector to promote national ownership of Aid for Trade.
Results statement: This Project will, by drawing from ILO expertise, result in an increase in the quantity and quality of local tourism trainers that can adequately respond to the demands of the industry. Financial security of the national tourism training colleges will also be enhanced. Finally, the project will result in strengthened public private dialogue mechanisms to regularly respond to issues pertaining to Responsible Tourism in Tanzania, particularly when it comes to enabling Tanzania to benefit more from the indirect export potential of the tourism industry and improved working conditions in the sector.
Project implementation
The Swiss State Secretariat for Economic Affairs (SECO) Trust Fund is an Aid for Trade bi-lateral programme funded by Government of Switzerland and targeted to specific countries chosen by the donor. The SECO Trust Fund programme will be implemented by the UN Cluster on Trade in which ILO is a member and The Government of Tanzania. In this context, ILO works closely with the pre-selected national training partner the National college of Tourism. The college is supported to enhance its financial and human capacity to allow for quality delivery of training. The projects support these through:
• Technical assistance to help the college develop a business plan which includes financial sustainability plan. Part of the project intervention involve supporting implementation of the plan
• Strengthen capacity of tourism trainers in to facilitate the college gradual offer expanded programmes in tourism training by supporting development of implementation of Tourism ToT programme
• Technical assistance to improve quality of tailor made short course programmes to meet demand of the tourism industry in Tanzania.
The ILO also provides its expertise in contributing to the Public Private Dialogue forum by bringing on board decent work deficit issues in the sector. Improving working conditions in the Tourism sector is among the key elements of RTT for which ILO take lead in supporting. The ILO has led a rapid survey to capture some of the key issues related to working conditions in the Tourism Sector. These issues will inform discussions at the PPD as part of promoting responsible tourism and improving business climate in the tourism sector.
