Sri Lanka faces a number of challenges in creating decent employment for young women and men and enhancing their productivity. Although the employment situation has improved significantly, the situation of young people in the labour market remains critical. At 19.3 percent for the 15-24 age group, youth unemployment remains more than four times higher than overall unemployment.
Recognizing the need for a coherent and coordinated employment framework, the government of Sri Lanka adopted in December 2013 a National Human Resources and Employment Policy (NHREP) and an implementation plan where youth employment is mainstreamed in all the 19 policy priorities. Through the Sida-sponsored youth employment project, the ILO supports the government and the social partners in the formulation and implementation of a time-bound youth employment action plan that operationalizes the youth employment priorities of the NHREP. This is done by strengthening the capacity of labour market institutions and the social partners in the formulation of the plan and its implementation through an integrated package of gender-sensitive active labour market measures by a wide spectrum of partners, including the private sector through public-private partnerships for youth employment.
The major outputs under this project include:

The major outputs under this project include:
- A National Action Plan for the implementation of youth employment priorities developed by an inter-ministerial Committee on the basis of the National Human Resources and Employment Policy (NHREP), the Youth Policy, and with the support of the UN System.
- Capacity-building workshops developed and implemented to strengthen the capacity of labour market institutions and the social partners to design employment interventions targeting disadvantaged youth.
- A framework for public-private partnerships on youth employment established.
- Programme proposals developed through youth employment partnerships to provide training and work experience for disadvantaged youth in selected occupations and industries/sectors
- A package for the design, monitoring and evaluation of gender-sensitive active labour market policies developed
- An awareness campaign on youth employment implemented
