Support GSP+ Beneficiary Countries to Effectively Implement ILS and Comply with Reporting Obligations – Mongolia

Objectives

To strengthen the realization of the fundamental principles and rights at work in SMEs, in Mongolia.

Specific objectives

• To improve legal and regulatory frameworks concerning the organisation and representation of informal workers and employers in social dialogue and collective bargaining and their involvement in the social dialogue and collective bargaining on working conditions, wages, and occupational safety and health;
• To support the National Human Rights Commission of Mongolia for a continued monitoring of respect of workers’ rights to organize and other fundamental rights at work.

Activities

• Analysis of legal frameworks in relation to the organisation of workers and employers in the informal economy and inclusion of their interests in collective bargaining.
• Advisory services on the drafting of related laws and regulations, which may include collective contracts, informal workers and employers’ rights to organise and participate in collective bargaining.
• Training of government officials, workers and employers on organising the informal sector and extension of labour protection to workers and employers in SMEs and the informal economy.
• Pilot initiatives by workers’ and employers’ organizations to promote social dialogue and collective bargaining, equal remuneration for men and women for work of equal value in SMEs.
• Information is available and disseminated on the rights of workers and employers in SMEs to organize and participate in collective bargaining, equal remuneration and prevention of trafficking in persons by the NHRCM.
• Replicable training curricula are available and disseminated on ILS and their supervisory mechanisms.

Expected Outcomes

• Improved legal and regulatory framework on rights to organize and engage in collective bargaining of informal workers and employers.
• Improved capacities of workers and employers and their organizations to organize and participate in collective bargaining with a focus on equal remuneration for men and women.
• Strengthened national monitoring of freedom of association and collective bargaining in SMEs, equal remuneration, and trafficking in persons.
• Improved capacity of the national training institutions to integrate Fundamental Rights at Work in the training curricula for Judges and Lawyers, Labour Inspectors and Media Professionals
