Protecting and preparing Ukraine’s energy workforce for sustainable recovery: Safety for energy workers
A skilled, protected and resilient workforce is critical to rebuilding and modernizing Ukraine’s energy sector and advancing the country’s path towards EU membership. The workers keeping Ukraine’s energy system running are essential to the country’s resilience and recovery. The Project supports them by helping make work safer and healthier, strengthening skills and well-being, and creating more opportunities to build a career in the energy sector.

The project supports the development of a safer, more inclusive and future-ready energy workforce in Ukraine by strengthening occupational safety and health (OSH), expanding workplace psychosocial support, promoting inclusive employment and reintegration, and developing the skills needed for the sector’s recovery and modernization. Particular attention is given to women, veterans, internally displaced persons and persons with disabilities, helping remove barriers to employment and broaden participation in the sector.
Implemented through the ILO’s tripartite approach, the project brings together government institutions, employers’ and workers’ organizations, energy enterprises, employment services and education and training actors. It combines workplace interventions, institutional capacity-building and social dialogue to address immediate workforce challenges while strengthening the sector’s longer-term resilience and capacity to adapt.
Key interventions include strengthening OSH practices and risk management, psychosocial support and labour inspection capacities; improving workplace accessibility and supporting safe return to work and reintegration, and strengthening skills development, labour market intelligence and workforce planning to better anticipate current and future demand for qualified workers.
By improving working conditions, expanding access to employment and skills, and strengthening workforce resilience, the project helps workers build safer and more sustainable careers and helps enterprises meet critical workforce needs. In doing so, it contributes to a more resilient, inclusive and modern energy sector equipped to support Ukraine’s recovery and long-term development.
