Background summary

Iraq faces persistent labour market and enterprise development challenges that constrain formal job creation and sustainable economic growth. Small and medium-sized enterprises (SMEs) play a central role in employment generation, yet limited credit governance frameworks, high collateral requirements and risk-averse lending practices restrict their access to formal finance.

The ILO project “Promotion of the Development of SMEs in Iraq” strengthens Iraq’s financial architecture to enable sustainable enterprises and decent work. Rather than delivering financial services, the project supports institutional reform, structured risk-sharing mechanisms, and responsible lending frameworks that align SME finance with the Decent Work Agenda.

Project objective: To strengthen Iraq’s financial sector governance and institutional capacity in order to expand sustainable, responsible SME finance that promotes formal employment, enterprise growth, and decent work outcomes.

Contribution to decent work and formalization: The project uses the financial sector as a policy and institutional lever to promote:
• Sustainable enterprise development
• Formal job creation
• Improved working conditions
• Financial governance aligned with labour standards
• Greater inclusion of women and youth in formal economic activity

By strengthening institutional systems rather than delivering financial services, the project contributes to a scalable, market-based model that supports formalization and decent work nationwide.
