Brief project overview :
PROPEL aims at improving access of young women and men with disabilities to mainstream skills development programmes. In collaboration with Ministry of Education, Science and Vocational Training inclusive training is being piloted in five colleges namely Kaoma trades Training Institute, Lusaka Business and Technical College, Mansa Trades Training Institute and the National Vocational and Rehabilitation Centre. The main activities under this programme phase include the development and delivery of a course on inclusive education for teachers in the participating pilot colleges as well as supporting the Technical and Vocational Education Authority (TEVETA) in promoting inclusive vocational education and training through development of guidelines and through inclusion of disability as a topic in the nation-wide teacher training curricula. In addition, PROPEL-Zambia will aim to increase the capacity of social partners in promoting the employment rights of persons with disabilities by supporting the establishment of a national Disability and Business network for employers; and building the capacity of Trade Unions in promoting the rights of workers with disabilities through establishment of a disability champions network. PROPEL-Zambia will also seek to strengthen the capacity of national partners to collect statistics on the labour market situation of people with disabilities; improve the capacity of government on disability mainstreaming in training and employment, and support the capacity of media in disability reporting.
Objectives :
PROPEL has three main objectives:
1. Increased knowledge among government partners on mainstream disability issues in skills development programmes
2. Women and men with disabilities have increased access to skills development programmes in mainstream vocational colleges
3. Increased capacity of social partners, media and other stakeholders in promoting the employment rights of persons with disabilities
Expected key deliverables :
• Training module on inclusive vocational teaching developed in collaboration with the TVTC and TEVETA
• Teachers from pilot colleges trained in inclusive teaching
• Teachers handbook on inclusive education developed
• Disability checklist for college inspectors developed
• Selected curricula revised to be disability inclusive
• Business and Disability network established in collaboration with employers
• Disability champions network established in collaboration with workers
• Sensitization of key partners and stakeholders through ILO Disability Equality Training
• Media pocket guide on disability reporting for Zambia developed and disseminated
Project Implementation :
PROPEL works closely with the pilot colleges and with the Ministry of Education, Science, Vocational Training and Early Education and the Technical and Vocational Education Authority (TEVETA) in advancing inclusive vocational training in Zambia. In promoting the employment rights of persons with disabilities PROPEL will also work with Ministry of Community Development, Mother and Child Health (MCDMCH), Ministry of Labour and Social Security, Zambia Federation of Employers (ZFE), the Zambia Congress of Trade Unions (ZCTU) and selected media houses.
