Project Background

The program «Promoting productive and decent work for youth in Tunisia, Morocco, Algeria and Mauritania» aims to improve the efficiency of youth employment policies and programmes at the region level. This will be achieved by developing the capacity of institutions and social partners to analyze and implement employment policies that take into account the specificities of youth: piloting new innovative measures through private partnership and developing a framework for cooperation at the region level. The program is to strengthen the policy framework for employment creation to meet the needs of young people and private sector and help them to overcome the disadvantages in the labour market.

Implementation Strategy

The general strategy of the program consists of five components:

• A regional component (transnational) that compiles the knowledge and expertise through regional cooperation to achieve:

1. The strengthening of the capacity of institutions and social partners through joint training on the critical aspects of policies and programs implementation, monitoring and evaluation.
2. The exchange of knowledge and information through shared best practices, the exchange of a network of experts , and the creation of tools for regional cooperation exchange.

• Four national components (one for each country ) that take into account the specificities of each country regarding youth employment to:

1. Strengthen the capacity of institutions and social partners to design policies and coherent strategies related to job creation, and building capacities in order to analyse data on youth employment monitoring, and conduct an effective impact evaluation developing private public partnership.

Objectives and expected outcomes

Objective1: Adapt the program document to national context, and the establishment of a governance structure and communication strategy.
Objective 2: Establish a mechanism for regional cooperation on youth employment.
Objective 3: Strengthen the capacity of national institutions and social partners to design and develop employment policies for job creation.
Objective 4: improve youth employment performance policy.

Target beneficiaries:

Beneficiaries of the project are fresh graduates and young people from vulnerable communities. Special attention will be given to female beneficiaries.
