Monitoring and Evaluation for the Employment and Technical, Vocational Education and Training System in Jordan

This project provides training and coaching to enable recipients to build their capacity and establish a monitoring and evaluation (M&E) system in the Employment and Technical, Vocational Education and Training (ETVET) sector, including the dedicated ETVET Fund. The M&E system will be based on an ETVET Sector Performance Assessment System developed by the World Bank project “Employment Driven Skill Development”. A user-friendly monitoring and evaluation manual will also be developed as part of the capacity building component. The internal M&E system will be piloted in Jordan's Centre of Accreditation and Quality Assurance and in one public vocational school. The ILO has also been asked to provide support to the M&E system of the newly established Jordan Jobs Compact.

Objectives

The M&E system will allow:

• The ETVET Fund, the CAQA and training providers to assess and improve their performance;
• the CAQA to decide on sectorial standards for the accreditation of training providers;
• the ETVET Fund to establish some benchmarks for funding related to capacity and performance and allocate its resources through an open tender system; and
• increase transparency and funding decisions based on capacity and performance.

Main Activities

• Review the ETVET Sector Performance Assessment System to be implemented by the CAQA, the ETVET Fund and training providers;
• provide capacity building to the beneficiaries to enable them to implement their own internal M&E system;
• pilot the M&E system in the CAQA and in one public vocational schools; and
• develop a national glossary on technical and vocational education and training and M&E.

Outcomes

The integrated quality assurance system for the ETVET Council will allow:

• stakeholders to work with greater transparency and learn from their experiences; and
• for funds to be disbursed based on capacity and performance.
