Labour Market Information and Employment Services (LIfE)

Project background

This is the fund from the KOICA to ILO for technical assistance to assist the Ministry of Labour and Employment (MoLE), Department of Labour (DoL) to improve overall quality of employment services through public Employment Service Centres (ESCs).

Project strategy

The project contributes at improving the quality of employment services through strengthened client orientation and capacity building of ESCs and their officials; improving the collection and dissemination of labour market information and skill indicators; and knowledge sharing under the ILO South-South cooperation Framework are the core components of this project. Appropriate methodologies, tools and guidelines will be developed with the constituents-GON, Employers and Workers’ Organizations. In addition, a wide range of activities including on-the-job training, coaching, specific capacity development workshops, study tours and immersion programmes will be carried out enhancing knowledge of employment services. Activities will also be implemented to support increased collection and use of skills indicators, which will include developing mechanisms to interface operational systems.

Facilitate smoother transitions to training and work through expanded public employment services for rural youth in Nepal.

Key partners

• MoLE is the main implementing partners for this project. The DoL in the Ministry is responsible for extending employment services to job seeker through it’s ESCs.
• The Employers’ organization, Federation of Nepalese Chambers of Commerce and Industry (FNCCI) will be working closely with the DoL in developing and disseminating top jobs of the country and occupational flyers. FNCCI will be a main source of job vacancies information in key sectors and enterprises of the country. Both FNCCI and Trade Union Federations will assist in providing updated LMI through information generated by respective organization, which will improve DoL’s database.
• The Council for Technical Education and Vocational Training (CTEVT) will be a major partner in the project. The project will develop partnership with CTEVT to collect and disseminate skill indicators. CTEVT will assist DoL in updating LMI through information generated by CTEVT in availability training programs and the demands for skills development.
• Department of Foreign Employment (DoFE) and the National Association of Foreign Employment Agencies (NAFEA) will also be the partner of the project to collect and disseminate information on skills demand and job opportunities in labour receiving countries.
• National and district level media organizations will be key partner in disseminating information of the services available through the ESCs.

Direct project beneficiaries

The direct beneficiaries of the project are the staff of the MoLE, DOL, ESCs, employers’ and workers’ organizations and CTEVT. Particularly they will benefit from the wide range of capacity building activities and awareness raising campaigns for employment services.

The project will directly target a total of five ESCs identified together with the DoL that need to improve their services and that agree to participate in the programme.

Ultimate beneficiaries

The ultimate beneficiaries of the project will be jobseekers, employers and training providers along with in-school and vocational graduates. In addition, government policy makers will also benefit from the strengthening of labour market data and information, which will enhance their capacity to analyse labour market trends and develop wider policies aimed at reducing unemployment, bridging skills deficits and enhancing labour market efficiency.
