Background

In 2022, devastating floods across Pakistan caused large-scale disruptions to infrastructure and livelihoods, particularly in the Khyber Pakhtunkhwa (KP) province. Over 1.1 million jobs were lost, with the services and tourism sectors accounting for nearly 45% of the impact. KP’s already fragile employment landscape, marked by high youth unemployment and a gendered skills gap, was severely weakened. Notably, the Not in Education, Employment, or Training (NEET) rate for youth (15–24 years) in KP stands at a staggering 38% overall, with women disproportionately affected (68.2%).

In response, with funding support from the Government of Italy, the ILO has launched a comprehensive, three-year initiative to address post-disaster recovery through green, inclusive, and decent employment.

Objective

The objective of the project is to foster economic resilience, promote environmentally sustainable practices, and generate employment opportunities within the tourism and construction sectors.

Expect outcome

Employment opportunities in sustainable construction and eco-tourism in KP are enhanced through inclusive and gender-responsive skills training, enabling everyone, especially women and youth, can participate and benefit from these growing sectors.

Target Beneficiaries

Unemployed youth and women in flood-affected districts of KP, workers in construction and tourism sectors, TVET institutions delivering green skills, women/youth led startups in eco-tourism, provincial and national level labour market and skills institutions.
