This project aims to strengthen peace and economic resilience in Libya by empowering micro-, small- and medium-sized enterprises (MSMEs) and enhancing the capacity of national institutions and market actors to provide inclusive support to entrepreneurs, with a particular focus on women, youth, and internally displaced persons (IDPs).

Developed in close collaboration with Libyan social partners, the initiative delivers tangible peace dividends through improved access to business opportunities and employment. It includes conducting a comprehensive conflict assessment and validation workshop to deepen understanding of how decent work can contribute to peace and to build national capacity for conflict-sensitive employment planning; offering tailored business development training to strengthen entrepreneurial skills and promote sustainable enterprise growth; and facilitating a participatory nationwide process to develop and implement a strategic plan for employers’ organizations, reinforcing their role in peacebuilding and long-term economic stability.

The project is implemented under the ILO Initiative on Decent Work for Peace and advances the application of decent work principles for peacebuilding in line with the HDP Nexus approach.
