Emergency Employment and Livelihood Recovery for Super Typhoon Haiyan (Yolanda): Northern Cebu

The International Labour Organization (ILO), through the support of the Government of Norway and the Government of Japan, has worked in Northern Cebu, in response to Super Typhoon Haiyan (Yolanda) since December 2013.

Super Typhoon Haiyan made its fourth landfall in Cebu and devastated mostly the Northern part. An estimated 1.5 million workers were affected, of which over 520,000 were vulnerably employed. Of these, 19 per cent were from the agricultural sector, 24 per cent from industry and 56 per cent from the service sector. Cebu ranks among the 10 provinces with the highest magnitude of poor households in the Philippines and the typhoon further increased the poverty level across the 16 municipalities affected in Northern Cebu. The ILO Crisis response team focused its efforts on three industries (tourism, agriculture and construction) identified as key drivers of economic growth and stability in the municipalities affected by the typhoon. The strategic approach of the ILO response to Haiyan in Northern Cebu is comprised of a series of interventions per key industry, with sub-projects under local public assets reconstruction, vocational skills training, and later on trade and enterprise development. The ILO’s work sought to ensure a holistic livelihood recovery, building up communities for more sustainable development.
