The Occupied Palestinian Territory is facing a deep socio-economic crisis driven by conflict, mobility restrictions and structural constraints affecting productive sectors. Rural areas of the West Bank – particularly Jericho and the Jordan Valley – have experienced a sharp deterioration in livelihoods, as agriculture remains a key source of income but faces significant challenges including water scarcity, rising input costs and limited market access.

Small-scale farming households are central to the agricultural economy of Jericho and the Jordan Valley, yet many operate with limited access to productive resources, infrastructure and technical support. These constraints undermine productivity and income stability, increasing vulnerability to poverty, food insecurity and negative coping strategies among rural communities.

This Economic Empowerment and Resilience for At-Risk Families in Jericho and the Jordan Valley project aims to strengthen the economic resilience of vulnerable farming families in Jericho and the Jordan Valley by improving access to productive agricultural resources, strengthening technical capacities and creating decent employment opportunities. It also promotes stronger market linkages to support sustainable rural livelihoods and inclusive economic recovery.

The project builds on previous ILO initiatives in the Jordan Valley supported by the Government of Japan that strengthened agricultural value chains and improved productivity in the honey and dairy sectors. It is implemented in collaboration with national institutions, social partners and local stakeholders to ensure sustainability and alignment with national development priorities.

The project will be implemented in close partnership with the Ministry of Foreign Affairs of Japan and key national institutions, including the Palestinian Ministry of Labour, the Ministry of Agriculture and the Cooperative Work Agency, as well as the Palestinian General Federation of Trade Unions and the Federation of Palestinian Chambers of Commerce, Industry and Agriculture.

Project information

The project aims to:

Strengthen the livelihoods and resilience of vulnerable small-scale farming households.

Improve agricultural productivity through enhanced technical capacity and climate-resilient inputs.

Create decent employment opportunities for women and youth in rural communities.

Strengthen market linkages for smallholder farmers.
The project contributes to:

Strengthened livelihoods and economic resilience of vulnerable farming households in Jericho and the Jordan Valley.

Improved agricultural productivity through better farming practices and access to productive inputs.

Creation of decent short-term employment through Employment Intensive Investment Programme (EIIP) approaches.

Improved market integration for small-scale farmers through stronger linkages with cooperatives and private sector actors.
The project is expected to deliver the following results:

50 small-scale farming families receive technical training and mentoring.

10 vulnerable farming households receive targeted agricultural inputs.

40 short-term decent jobs created through employment-intensive works (50% women and 30% youth).

3,600 working days generated through rehabilitation activities.

100 beneficiaries trained on occupational safety and health, decent work principles and labour rights.
Key project activities include:

Conducting a rapid needs assessment to identify productivity constraints and labour challenges.

Delivering targeted training and mentoring for small-scale farmers on sustainable agriculture and farm business management.

Providing climate-resilient agricultural inputs and irrigation solutions.

Rehabilitating agricultural assets using EIIP approaches.

Creating short-term employment opportunities prioritizing women and youth.

Delivering training on occupational safety and health, decent work principles and child labour prevention.

Facilitating workshops and networking events to strengthen farmers’ access to markets.
