E-TVET in Ukraine: Training continuity and modernization during COVID-19 and beyond

COVID-19 heavily affected the delivery of Technical and Vocational Education and Training (TVET) in Ukraine, risking a generation of TVET students to add to the elevated percentage of youth not in education, employment or training (NEETs, 16.5% in 2017).

To support the Ministry of Education in rolling out digital TVET, this action will assist Ukraine in piloting e-Learning in four different occupations. The aim is to guarantee the continuity of vocational education during the pandemic through e-Learning and blended learning (a combination of e-Learning and face-to-face learning).

In accord with the needs of the Ministry of Education and national development strategies, this intervention will:

1. Inform the development of a national e-Learning platform for TVET;
2. Enable TVET administrators, curriculum developers, school directors, teachers and instructors on setting-up, managing and implementing e-Learning in four occupations;
3. Pilot the application of e-Learning in four different occupations;
4. Actively collaborate with and capacitate the Social Partners (Employers' and Workers' organisations);
5. Facilitate online collaboration among TVET schools, and
6. Systematize lessons learnt.

Direct beneficiaries are the Ministry of Education, TVET administrators, curriculum developers, didactic staff and social partners’ representatives, who will be enabled to develop e-Learning in TVET and to multiply the experience within their institutions and across the TVET system. Indirect beneficiaries are TVET students, with a particular focus on the gender-based digital divide and disadvantaged learners (persons with disabilities, rural population).
