In 2024–25, eleven governments are providing core voluntary funding to the ILO: Belgium, Denmark, France, Germany, Italy, Luxembourg, Netherlands, Norway, Sweden, Spain, and Qatar. These contributions, totalling US$ 35.1 million, are channelled through the ILO’s Regular Budget Supplementary Account (RBSA) and reflect sustained confidence in the ILO’s mandate and delivery capacity.

This funding modality provides flexible, unearmarked resources, enabling the ILO to allocate funding strategically and respond effectively to evolving priorities. The RBSA is a central component of the ILO’s funding framework, supporting coherence, adaptability, and results across the Organization’s work.

RBSA funding translates directly into impact at country level. It supports the development of innovative approaches, enables timely responses to emerging needs, expands the reach and scale of proven programmes, and promotes the integration of cross-cutting priorities in labour policies and interventions. In addition, RBSA resources help leverage complementary funding and strengthen partnerships with UN agencies, enhancing the effectiveness and sustainability of ILO support.
