Road map for Development of Policy Framework for the Inclusion of Internal Migrant Workers in India

This report gives a comprehensive overview of internal labour migration in India and provides a roadmap for including migrant workers in the development processes including the policy and programmatic interventions in the country.

The International Labour Organization (ILO) commissioned this report in October 2019 as a part of the effort to revive the deliberations towards the inclusion of internal migrant workers in the discourse of national development planning. It is a bid to promote decent work for the internal migrants through social dialogue and tripartism and active engagement of employers, trade unions and other relevant stakeholders; and by using national and international labour standards as a benchmark. This report is an attempt to present a comprehensive perspective of internal labour migration in the country including the implications of the COVID-19 pandemic that would also contribute to the Government’s policy formulations.
