Uzbekistan: A Meeting at the Extrabudgetary Pension Fund
On September 14, 2018, a meeting with Jasmina Papa, social protection specialist of the Office for Eastern Europe and Central Asia of the International Labour Organization (ILO), was held at the Extrabudgetary Pension Fund under the Ministry of Finance of Uzbekistan.

The visit was intended to discuss social research mapping the social protection system, with a view to promote social protection floors, and review the basic elements of the national pension security system.
In the process of discussions, the Pension Fund management gave an overview of the current situation of the country’s pension system, identified strengths and weaknesses of the national pension model, and presented main ideas considered in the process of preparation the pension reform concept.
A special focus was on the main elements of the draft guidelines for reform of the public pension system. Pension reforms pursued by countries to improve the pension model are evaluated by the ILO from a perspective of their future sustainability and adequacy to meet social needs. As Jasmina Papa noted, one of the ILO’s most important and specific functions is to assist countries to adopt international labour and social security standards stemming from relevant Conventions and Recommendations.
In concluding the meeting, ILO Office representative expressed willingness to provide further technical, methodological and advisory support to upgrade the country’s pension system.
