Workshop Discussion on Impacts of IMF Extended Fund Facility Programme on Mongolia's Labour Market
The workshop conference will bring together policymakers, representatives of employers’ and workers’ organizations, development partners, ILO staff and others to discuss progress on the Economic Recovery Program (ERP) with a view of fostering policy coordination; present and discuss the preliminary results of an ILO-commissioned study assessing the potential impacts of the ERP reform measures on the labour market; and identify future steps to support the Government of Mongolia in ensuring an inclusive economic recovery.
Mongolia has faced a number of economic and social challenges in recent years. Consequently, the Government of Mongolia in 2016/17 prepared an “Economic Recovery Program” (ERP) aimed at macroeconomic stabilization as well as structural reforms to help diversify the economy and lay the basis for sustainable growth, and the Government is currently implementing the ERP with the support of concessional financing from multilateral and bilateral partners.
Lessons learnt from previous such large-scale reforms including those undertaken in Latin America during the late 1980s and early 1990s, during the Asian Financial Crisis and in a number of European countries during the Great Recession, have all pointed to the critical need to better take into account the employment and social impacts of economic reforms. To support the Government of Mongolia, the ILO has commissioned a study to quantitatively and qualitatively assess the potential impacts of the reform measures on the labour market, with a view to drawing policy implications on employment and income security policies, including informing the review and implementation of the 2016 Mongolia State Policy on Employment.
