Workshop on Capacity Building on 19th International Conference of Labour Statisticians (ICLS) Resolution concerning Work Statistics,

Employment and Labour Underutilization, SGD Indicators & Labour Market Bulletin Development

About 25 senior officials working on the production, analysis and dissemination of labour statistics attended the workshop. The participants were all drawn mainly from the Ministry of Labour Industrial Relations and Employment Creation.

Objective & Content of the training consisted of four components:
  • The first part will focused on understanding the 19th New Resolution concerning statistics of work, employment and labour underutilization;
  • The second part of the training presented the SDG indicators related to the SDG 8 and current decent work indicators;
  • The third part was devoted to the development of the template for the labour market bulletin;
  • The last part was devoted to identify challenges and actions to be taken to implement the Resolution in Namibia.
Conclusions of the workshop were as follows:Increased awareness on the SDG Goal 8 and indicators;
  • Identified actions to be taken to implement the 19th ICLS Resolution;
  • Designed template for the 1st and the 2nd Labour Market Bulletin. The 1st bulletin will be published on 30 June while the 2nd is scheduled for 30 October 2017;
  • The content, the sources of data, the workplan and responsible to produce the 2 bulletins were agreed;
  • Assistance was provided to Namibia Statistics Agency in 2016 LFS report. The 1st draft of the report was commented and suggestion was made to improve the report.

Way forward:
  1. Maintain constant contact with the MLIREC team;
  2. Provide technical assistance during the development of the 2 bulletins;
  3. Assist the MLIREC in the implementation of the 19th ICLS Resolution particularly the high level sensitization of stakeholders;
  4. Assist the MLIREC in mainstreaming SDG in the strategic policy documents and also the domestication of the SDG because most of the participants didn’t know what were the SDGs;
  5. Promote Decent Work program- Ensure that the Goals and objectives of DWCP is understood by stakeholders;
  6. Assist MLIREC and NSA in the next LFS that will be in line with the 19th ICLS and SGD indicators;
  7. Assist the NSA in the 2016 LFS report dissemination
