VCCI Launching workshop focusing on social dialogue implementation in Dong Nai – 13 Nov 2015

In Viet Nam, Vietnam Chamber of Commerce and Industry (VCCI) and Vietnam Cooperatives Alliance (VCA) are recognized by the government as representative organizations of employers in labour and employment policy. Currently, VCCI headquarter office is located in Hanoi and there are 8 other branches offices and representative offices in Hai Phong, Thanh Hoa, Nghe An, Da Nang, Khanh Hoa, Vung Tau, Can Tho, and Ho Chi Minh City. The Launching Workshop of VCCI Pilot in Dong Nai was organized on 13 November 2015.

Background

The 2rd Review Meeting of VCCI Pilot concluded with a plan to expand the pilot programme to the South to create synergy with trade union pilots which are being implemented in Binh Duong, Dong Nai and HCMC and generate greater impacts of both trade union and employers’ pilot initiatives. As VCCI HCMC covers all these three provinces, it is selected to implement the employers’ pilot programme. While the trade union pilots in Binh Duong, Dong Nai and HCMC focus on organizing workers in a bottom-up manner, improving internal structure of grassroots trade union, multi-employers coordinated collective bargaining and social dialogue at workplace, the employers’ pilot activities conducted by VCCI HCMC mainly support the implementation of decree 60 on social dialogue at workplace.

The main objectives of the pilot programme are

  • Strengthen capacity of employers’ organizations through providing direct services to their member companies with the emphasis of labour relations services, bipartite dialogue and collective bargaining processes as well as assisting member companies to improve and strengthen workplace relations - human resource management more generally;
  • Provide knowledge and skills to 30 companies participating in the pilot through improvement and strengthening of the IR and HR system and practices including improved bipartite dialogue systems, coordinated collective bargaining on wage and working conditions and preventing and solving labour disputes;
  • Facilitate, encourage, and promote collaboration frameworks among employers participating in the pilot on issues of industrial relations and human resource management arising from their enterprises with a focus on bipartite dialogue and collective bargaining/wage negotiation and related development of joint position papers/statements by employers ahead of collective bargaining or wage negotiations
  • A focus - group is established in each participating province (Ha Noi, Hung Yen, Vinh Phuc and Dong Nai) to conduct regular meetings for sharing practices at enterprise level on improving IR and HR systems and practices including improved bipartite dialogue systems, coordinated collective bargaining on wage and working conditions and preventing and solving labour disputes. The idea is that provincial focal points can maintain and develop these focus groups for information and practice sharing in HR/IR management at enterprises after completion of the pilot program.

Pilot Implementation Launching Meeting in the South's Agenda

  • Introduction of pilot programme in the South by VCCI HCM (rules and mechanism of programme implementation between VCCI HCMC and focal points of companies; criteria and process of selecting companies; findings of the baseline survey on dialogue and dispute resolution systems of the selected companies; identification of specific issues to be resolved through the pilot; directions for developing pilot implementation plan at factory level;)
  • Legal regulations related to promotion of sound industrial relations at workplace
  • Developing sound industrial relations at workplace in the context of integration
  • Experience sharing of companies in implementing democracy regulations at workplace
  • Experience sharing from Bien Hoa Industrial Zone and participating unions on Social Dialogue
