Tripartite Discussion on Maximizing Benefits and Extending Coverage of Job Loss Protection (JKP) Programme through Solidarity

This discussion aims to explore how the stakeholders in Indonesia can work together in solidarity (gotong royong) to maximize benefits and extend coverage of job loss protection (JKP) programme.

On 2 February 2021 Indonesia introduced an unemployment insurance scheme through the adoption of Government Regulation Number 37 of 2021 on Implementation of Job Loss Protection Programme (Jaminan Kehilangan Pekerjaan/JKP). The programme provides cash benefits, job counselling and placement, and reskilling and upskilling training for people who lost their job and meet the qualifying conditions.

Furthermore, Article 12 of the regulation provides that contribution rate and upper limit of insurable earnings shall be evaluated every two years considering the national economic conditions and the calculation of adequacy of actuarial obligation.On 2 February 2021 Indonesia introduced an unemployment insurance scheme through the adoption of Government Regulation Number 37 of 2021 on Implementation of Job Loss Protection Programme (Jaminan Kehilangan Pekerjaan/JKP). This discussion aims to explore how the stakeholders in Indonesia can work together in solidarity (gotong royong) to maximize benefits and extend coverage of job loss protection (JKP) programme. Speakers will discuss potential challenges impose by the current programme, and how the government and social partners could find a strategy to ensure that temporary income replacement, re-skilling training and employment placement services are provided to all workers who lost their job by the JKP programme in systematic and sustainable manner.
