Training courses on trade union organizing and membership development in association with ILO core conventions, in Ho Chi Minh and Hai Phong - 19-20 Nov and 27-28 Nov 2015
The VGCL/ILO Pilot program is going to the last year of project cycle with a lot activities which have been carried out; The pilots 1 and pilot 2 have been finalized; Pilot 3 has been strongly pushing with major successes in some pilots while pilot 4 is facing with many difficulties in implementation. According to the TOR of the pilot initiatives, the meeting of all pilot implementing units will be organised on quarterly basis to review the work done and to plan for the next period. This time the Review Meeting of VGCL/ILO pilot program will be carried out from 14-16 January in Da Nang in conjunction with Signing Ceremony of the first MCBA of Tourism Enterprises in Da Nang. This is the important chance of sharing information, updating the progresses as well as agreeing on the plan of pilot implementation between Pilot Implementing Units in 5 provinces, VGCL and ILO for the last months of project cycle.
Background
Membership development, grass-root trade union’s (GTUs) establishment and building strong trade unions (TU) are vital tasks of TUs in the immediate and long term strategy. Trade Union Statue 2012 (article 17) has provided guidance to procedure of forming TUs with “the bottom up" approach to ensure the establishment of real GTUs of the workers, by workers and for worker.Currently, the establishment of grassroots trade unions in many places has not carried out well under the provisions of Article 17 of the TU Statue and not adapted with core requirements: employees are the main subjects of trade union membership developments, voting and electing TU Executive Committee, establishing TUs; The employer is obliged to respect, facilitate and not interfere in that process; The upper level TUs support directly to GTUs.
In this context, Vietnam General Confederation of Labor (VGCL) requested ILO’s technical support for specific areas of VGCL’s work program in 2015 including two Training Courses on Trade union organizing and Membership Development in IZTUs and raising awareness of on ILO Conventions 87 and 98 for full time trade union officers from Industrial Zones from 34 cities and provinces throughout the country with support from Vietnam-ILO Industrial Relations Project.
Objectives of the workshops
- To assist TUs officers in charge of organizing to understand the contents of ILO core conventions and link the TUs membership development with advocacy, mobilization and organizing of union activities to fit with ILO conventions.
- To help organizing TUs officers to well understand and practice the basic steps and strategies in trade union organizing and membership development.
Expected results of the workshops
At the end of the workshop, 60 participants representing for IZTUs in 34 provinces and cities can be able to explain the ILO core conventions and the link with TUs membership development and organizing.They can also be able to propose their plan on IZTU organizing and membership development in accordance with VGCL strategy in international integration
