Training of BLK/BBPLK Instructors on e-Training Development and Delivery

To strengthen further the Ministry’s efforts in shifting traditional to blended training courses, the project will support the Ministry’s in delivering training for selected BLKs/BBPLKs instructors on e-training development and delivery.

Background

The ILO’s Japan-funded Skills project and UNIQLO project, funded by Fast Retailing Co., Ltd. jointly aim to promote and pilot digital skills and distance learning, and generate synergies between skills development and other labour market policies.

For the digital skills and distance learning, the project is supporting the Ministry of Manpower (MoM) in developing two distance learning courses on ICT skills, which are motion graphic skills and computer network professional skills. The aim is to assist the Ministry to shift their offline skills training courses to blended training courses at their public vocational training centers (BLKs/BBPLKs). While the project is supporting the development of two distance learning courses, the Ministry – with its own funding or in collaboration with other development partners – is currently developing and going to develop a total of twenty six (26) distance learning courses (see Attachment 1).

To strengthen further the Ministry’s efforts in shifting traditional to blended training courses, the project will support the Ministry’s in delivering training for selected BLKs/BBPLKs instructors on e-training development and delivery. Women in STEM designed and pioneered the training on e-training development and delivery targeting BLKs/BBPLKs/BLKKs instructors, which was implemented together with Skilvul, a company focuses on developing and delivering training on coding and distance learning, has received positive feedbacks from the Ministry of Manpower and BLKs/BBPLKs/BLKKs instructors. In addition, learning from this experience, the Ministry of Manpower is in the process of integrating the training into its e-platform for their future training modality.

While the STEM Project has developed and delivered training programme on e-training development and delivery for all BLKs and BBPLKs instructors, the INSIGHT-2 Project will replicate and continue the training for selected instructors, namely instructors of 28 training programmes that are currently being converted into blended/e-training (see Annex 1). The training will target 99 instructors.

Objectives

The objective of the assignment is to deliver training for BLK/BBPLK instructors on how to develop e-training courses and deliver the courses through distance learning modalities.
