Start and Improve Your Business(SIYB) training-of-trainers for public employment services counsellors in Indonesia

Background

Since 2023, the International Labour Organization (ILO) has been actively supporting the capacity development of Indonesia’s public employment services counsellors (PES)of the Ministry of Manpower, Indonesia. This support is delivered under the framework of the regional initiative “Promoting the Global Development Initiative with a Focus on South-South Cooperation in Employment in ASEAN” (ProSSCE-ASEAN) project, funded by the Ministry of Human Resources and Social Security of the People’s Republic of China.

The learning strategy aims to strengthen national capacities in delivering employment services and promoting self-employment. Through a combination of technical assistance and training, the ILO seeks to equip PES staff with practical tools and knowledge to better serve jobseekers and entrepreneurs.

The in-person training of trainers is a continuation of this effort, focusing on entrepreneurial development and training methodologies to support broader outreach and impact across Indonesia.

Objectives

The training aims to enhance the knowledge and skills of public employment services counsellors in the following areas:

• Entrepreneurial support techniques based on the ILO’s Start and Improve Your Business (SIYB) program:
  
  • Generating business ideas
  • Starting a business
  • Improving business operations through six modules:
    • Marketing
    • Costing
    • Buying and stock control
    • Record keeping
    • Planning for your business
    • People and productivity
      
• Training techniques to enable participants to deliver the course content nationwide
  
• Roll-out of trainings to fellow public employment services counsellors during Q4 2025 to obtain SIYB certification
