The International Labour Organization (ILO), with the support of the Government of Norway, partnered with the Sta Elena Irrigators Services Association (SEISA) in the municipality of Tanauan, Leyte to repair 250 metres of damaged irrigation canals, rehabilitate plume posts, and de-silt five kilometers of irrigation canals.
Super Typhoon Haiyan (Yolanda) had reduced the supply of water in rice fields, disrupting crop production and affecting the main source of income of the majority of residents.
This work directly benefited 134 workers through wages for short term employment, and an additional 500 farming families through livelihood recovery since the rehabilitated canals covered a service area of 300 hectares of rice fields in Barangay Sta Elena. The ILO assistance package consisted of workers' wages in conformity with standards on minimum wage, provision of social protection coverage such as Social Security System (SSS), Philippine Health Insurance Corporation (PhilHealth), personal protective equipment (PPE), and hand tools.
On 15 April 2015, the sub-project’s worker-beneficiaries attended a project orientation organized by the ILO. They were likewise oriented on SSS and PhilHealth processes and requirements.
