The LGN Project identifies Social Protection, Employment Creation and Social dialogue as priorities for consideration as part of its Decent Work Country Programs (DWCP) in Kenya. The overall outcome is more and better jobs in the MSME sector. From a baseline study conducted in two MSME sectors, the LGN project found that for many MSMEs, compliance hindrance of illiteracy and lack of knowledge is often compounded by a lack of easy access to labour laws; especially in the case of MSMEs that do not have the ability to ‘locate’ the relevant laws on the internet, or easily access government agencies that provide the relevant laws to the public.
Creating a successful launch was just a glimmer in the company of the guest of honor, Cabinet Secretary of Labour & EAC Affairs Phyllis Kandie, Principal Secretary of labour Dr. Khadijah Kassachoon and the Director of the International Labour Organization, Mary Kawar. After the unprecedented time and effort taken to ensure a successful launch and working Application, it finally became a reality.
Based on this and the ILO mandate to explore the nexus between labour laws, MSMEs growth and development, The ILO has been implementing a project in partnership with our social partners and funded by the NORAD. The project aimed to contribute to a more enabling environment and promote compliance with the labour law among Micro, Small and Medium Enterprises (MSMEs) through policy, legal and regulatory reform on one hand, and MSME capacity building support on the other hand. The challenge of the Project was to identify which approaches are best suited to both broaden and deepen the formal scope and application of labour law to include MSMEs.
The Presentations struck a chord with Mary Kawar, who remarked, “an enabling business environment is key to the creation and development of sustainable enterprises. The creation of such an environment hinges upon a well-defined and well-articulated set of policies spanning the fields of education, finance, labour markets, legal and property rights, technology among others.” It was such a joyful day both for the team and the state as a whole.
