Tripartite dialogue
Revitalization of employment injury (JKK) and death (JKm) social insurance schemes administered by BPJS Ketenagakerjaan
The meeting aims to facilitate dialogue among the tripartite constituents and relevant stakeholders about parametric reform options of JKK and JKM, considering preliminary findings and recommendations of the ILO actuarial study as one of the references.
Indonesia has established six social protection schemes, including healthcare benefits (JKN), employment injury (JKK), death (JKm), old age savings (JHT), pension (JP), and unemployment insurance (JKP), to safeguard workers against vulnerability and poverty. The unemployment insurance scheme (JKP) launched in 2021 has led to a significant decrease in contributions to the employment injury and death schemes, raising concerns about their financial sustainability.
An actuarial valuation for these two schemes has not been conducted since their inception in 2015. In response, the ILO's Social Protection Programme is collaborating with BPJS Ketenagakerjaan to perform this valuation and facilitate a tripartite dialogue to discuss parametric reforms based on preliminary findings and recommendations, supported by the Government of Japan and the ILO.
