Review Meeting of Pilot Implementing Units in Da Nang – 15-16 Jan 2016;

The VGCL/ILO Pilot program is going to the last year of project cycle with a lot activities which have been carried out; The pilots 1 and pilot 2 have been finalized; Pilot 3 has been strongly pushing with major successes in some pilots while pilot 4 is facing with many difficulties in implementation. According to the TOR of the pilot initiatives, the meeting of all pilot implementing units will be organised on quarterly basis to review the work done and to plan for the next period. This time the Review Meeting of VGCL/ILO pilot program will be carried out from 14-16 January in Da Nang in conjunction with Signing Ceremony of the first MCBA of Tourism Enterprises in Da Nang. This is the important chance of sharing information, updating the progresses as well as agreeing on the plan of pilot implementation between Pilot Implementing Units in 5 provinces, VGCL and ILO for the last months of project cycle.

Background

With the support of the Vietnam-ILO IR Project, the second phase of VGCL various pilot initiatives in unions and industrial relations development were launched on 14-15 January 2014 and is being carried out in 5 pilot implementing units in 5 provinces/Cities in 2015 (Hai Phong EZU, Da Nang FOL, Binh Duong IZU, and Dong Nai IZU, HCM FOL/District 12). These pilot initiatives cover 69 grassroots trade unions/enterprises employing above 65,000 workers (with over 56,000 union members) in different sectors/industries (garment, footwear, wood processing, mechanics, electronics, tourism).

Objectives

  • Witnessing at the Signing Ceremony of the first MCBA which has been finalized among 4 tourism enterprises in Da Nang.
  • Sharing information between partners (ILO, MOLISA, VGCL) on VGCL’s challenges and orientation on organizational and activities reform in coming time.
  • Reviewing progress and update progress of the pilot implementing groups on the pilot activities as of June 2015.
  • Sharing best practices, difficulties, obstacles and lessons learned from the implementation of the pilot group and some financial issues during implementation.
  • Agreed on the roadmap of pilot 3 and pilot 4 in next 6 months as well as considered the discussing strategic priorities on industrial relations in the long term.
