Raising awareness workshop on ILO Convention 87, 98 and Declaration 1998 for key trade union leaders of VGCL, in Hanoi and Ho Chi Minh – 27-28 Oct and 29-30 Oct 2015
Vietnam General Confederation of Labor (VGCL) requested ILO’s technical support for specific areas of VGCL’s work program in 2015 including two Workshop on Raising Awareness of Trade Union Leaders on ILO Declaration 1998, Conventions 87 and 98 for key trade union leaders in all National Industrial Unions and Provincial Federation of Labor throughout the country.
The ILO has been engaged with Viet Nam over recent years in its steady efforts to improve its implementation of all core labor standards with a view - in the longer term - to their ratification. In particular, the freedom of association and collective bargaining Conventions (No. 87 and 98) represent key enabling rights, critical to the achievement of the other core labor standards, income equality, safe and healthy workplaces and the achievement of a variety of other terms and conditions at work for the well-being and human dignity of all workers.
Objectives of the workshops
To introduce key principles of ILO Declaration 1998 and Convention 87 and 98 and provide in-depth technical explanation and clarification on questions related to these two Conventions;
To discuss on key gaps of current laws in light of Convention 87 and 98 already identified by ILO, where clarifications are requested by VGCL;
To share the experience of ratification Convention 87 and 98 in some other countries;
To brainstorm on some key challenges and opportunities for VGCL in ratification C87 and C98;
To discuss on roadmap and outline priority areas for study by VGCL and support needed from ILO.
Expected results of the workshops
After the workshop, the key trade union officers in 20 National Industrial Unions, 63 Provincial Federation of Labour can be able to identify clearly and deeply principles of ILO Declaration 1998 and Convention 87 and 98. Around 100 key trade union leaders in VGCL system can identify the key gaps of current laws in light of Convention 87 and 98. International experience sharing and brainstorming on some key challenges and opportunities for VGCL in ratification C87 and C98 to assist VGCL review needs for further study and action should Vietnam proceed with ratification of C87 and C98.
The Vietnam-ILO Industrial Relations Project is committed to provide the technical support for organizing two workshops and mobilizing expertise for sharing experience for deeper understanding of the ILO Declaration 1998 and two Conventions.
