Preparation meeting on Provincial Social Dialogue and OSH Campaign in Palm Oil Sector in North Sumatra
The meeting is part of the efforts to promote decent work in Indonesia's palm plantations as well as to introduce the ILO module on social dialogue and OSH improvement.
To introduce the ILO module on Social dialogue (from SCORE experience) and OSH improvement using PAOT approach.
To setup join work plan between ILO and GAPKI/FOKSBI members to implement the two modules
Introduction
With the support of the Government of Indonesia and the social partners, the ILO undertook a diagnostic process on working conditions in the palm oil sector in March 2015. Based on the results of the diagnostic process, discussed in a tripartite setting in August 2015, the constituents agreed on a national plan of action on the promotion of decent work on oil palm plantations. The action plan is organized around six areas: (i) employment status; (ii) wages; (iii) social dialogue; (iv)occupational safety and health; (v) child labour; and (vi) labour inspection.
There was a consensus that these areas required particular attention in order strengthen Indonesia’s economic advantage in the palm oil sector in a sustainable way, improving working and living conditions of plantation workers and the performance of the sector. In developing an implementation strategy for the project, a selected activities of brainstorming discussions, and plantation workshops will be organized with all relevant stakeholders in order to exchange views on possible solutions to decent work challenges facing the sector in targeted provinces and plantations, while at the same time facilitating social dialogue.
As follow up to the above recommendation, the ILO has been engaging with various constituents, private sectors, trade unions, and others stakeholders both at national and provincial level to make a concrete actions. In summary key follow up of activities related to the above recommendation and with other national initiatives are focusing on improving working conditions are explained in details in annex 1. In summary some key follow up and action plan agreed with various constituents are improvement of working condition and occupational safety and health, and enhancing social dialogue.
Based on these key areas, the ILO in collaboration with employers’ associations, union network in palm oil, and relevant government is going to conduct the following joint activities as joint commitment in promoting decent work in the palm oil plantations. The ILO has conducted a National Dialogue in Jakarta (see annex 1) and Provincial dialogue in Medan, North Sumatra on 12 October 2017. The provincial dialogue recommended the action plans, see annex 2.
Based on the above recommendation, the ILO and GAPKI will conduct a small meeting to prepare the implementation of the provincial social dialogue and OSH campaign within the framework of joint commitment between GAPKI and ILO, which also engage FOKSBI of North Sumatra. Introduction
