In-person training of trainers on public employment services in Indonesia

The ILO ProSSCE-ASEAN project aims at enhancing the capacity of ILO Constituents to design and implement employment policies and deliver effective employment and entrepreneurship support. Acknowledging the key role of employment services in assisting job seekers in times of economic transformation and the dire need to provide training on counselling for the staff of BINAPENTA (Ministry of Manpower (Kemnaker) Indonesia), the ILO and BINAPENTA prepared a three-tiered learning strategy for 2023-2024 consisting of:

1. An online training in Bahasa on basic operations and activities of employment counsellors (November 2023)
   
2. An in-person training of trainers for selected successful attendees of the online training (December 2023)
   
3. Roll out trainings to the remaining employment counsellors at the provincial level who were not trained as trainers under activity B (first half of 2024)

The in-person training of trainers has the following objectives:

• To build capacity of public employment services staff on key skills and processes linked to the management of public employment services and the provision of employability enhancement measures
  
• To build capacity of public employment services staff on key skills and processes linked to the training of other counsellors
  
• To design a results-oriented training strategy for the roll out phase based on a simple but efficient performance evaluation framework and monitoring and evaluation system
