One Day Workshop on Development of Indonesia National Occupational Safety and Health Programme 2019 – 2024

Background

According to International Labour Organization (ILO) estimates, every year around 2.78 million workers lose their lives in occupational-related diseases and accidents in the world with 2.4 million due to work-related diseases. There are also 374 million non-fatal work-related injuries and illnesses each year, many of which lead to extended absences from work. In addition to this human and social tragedy, the economic losses due to poor working conditions and related accidents and diseases are estimated to amount to more than 4% of the world’s Gross National Product.

Young workers are highly vulnerable, and suffer a significantly higher rate of non-fatal occupational injuries than older workers. Many factors contribute to this, including their physical and psychological stage of development; a lack of job skills, work experience and training; inadequate supervision and assignment to inappropriate tasks; limited knowledge of occupational safety and health (OSH) hazards and risk management; a lack of understanding on how to exercise their rights to a safe workplace; and, limited bargaining power. These factors can lead young workers to accept dangerous tasks or jobs with poor working conditions.

The Project, funded by the US Department of Labor, seeks to support countries in effectively addressing OSH issues for young workers. In South-East Asia the Project works in Myanmar, Viet Nam, the Philippines and Indonesia, working across the region to improve OSH legal and policy frameworks; increase availability of data and reporting on injuries and illnesses; enhance OSH capacity of the tripartite constituents and young workers; and, build a culture of OSH prevention.

Indonesia Project Activities

In Indonesia, key implementing partners of the Project are the Ministry of Manpower (MOM), Indonesian Employers’ Association (APINDO) and the Confederations at the national level (KSPSI, KSBSI, and KSPI) and their relevant affiliated federations with a focus on the construction sector and young workers. In recent years the Ministry of Manpower (MOM), together with the social partners, has focused on strengthening the national OSH system, including building awareness and capacity to improve OSH compliance especially for young people and at SMEs. The priority OSH issues for Indonesia include a high accident rate, especially in the construction sector; low enforcement of and compliance with OSH regulations; and, a low number of OSH inspections by Government officials. Although comprehensive OSH data is unavailable, indications are that a significant number of workplace accidents occur in the construction sector. Consequently, the Project seeks to accomplish the following objectives:

• Comprehensive, relevant and quality data and information on OSH for young workers are available for effective use.
• National capacity to promote OSH prevention and compliance with OSH requirements in the construction sector enhanced.
• Awareness and knowledge of the particular hazards and risks faced by young workers is increased.

Objectives

Objectives of the Workshop are following:

1. Strengthen national dialogue on OSH in support of stronger workplace prevention culture;
2. Significantly contribute to achievement of OSH programme objectives in Indonesia;
3. Clarify roles, responsibilities, objectives and tracking methodology for achieving the objectives of the OSH National Programmes.
