National Workshop on Total Abolition of Bonded Labour: The Way Forward

The conference was jointly organized by Ministry of Labour and Employment, ILO and VV Giri National Labour Institute.

A national workshop on complete ban on bonded labour was organized in collaboration with the ILO, the Ministry of Labour and Employment and the VV Giri National Labour Institute. The workshop focused on brainstorming on the revision of existing rules in the The Bonded Labour System (Abolition) -- so as to ensure effective enforcement of The Bonded Labour System (Abolition) Act . It also initiated key discussions around the salient aspects of the revised Bonded Labour Rehabilitation Scheme 2016 for the purpose of sensitization and its effective implementation.

Minister of Labour and Employment, Bandaru Dattatreya said that bonded labour has to be eliminated from the Indian society in a time-bound manner through the coordinated efforts of all stakeholders. He further said that three groups – the judiciary, the media and the civil society -- play a critical role in shaping the issue. These groups put pressure on district administration, police and the state labour departments to take necessary action against the culprits and also ensure rehabilitation of bonded labourers with the help of civil society bodies. He said the liberated children, women and adults must be provided with good education and skills for their social and economic empowerment.

In the larger public interest, a revision of the existing system on elimination of bonded labour is the utmost need of the hour, he said. The Centrally Sponsored Scheme for Rehabilitation of Bonded Labourers, 1978, was last revised in May 2000 and a revision of the same was felt essential to effective tackle present day challenges.
