National consultation on legal frameworks to regulate working conditions and extend social security and welfare benefits to domestic workers

The consultation is proposed to evaluate the existing situation and the developments both at policy level and at grass root level in order to facilitate to locate the issues of domestic workers in a labour rights framework.

The consultation has been planned with an objective to review the work that has been done in domestic work sector. It is also meant for identifying the obstacles for comprehensive regulation over working conditions of domestic workers along with extension of social security measures. It is an attempt to collectively identify the challenges that are preventing the adoption of comprehensive regulation and subsequently formulate an effective and collective strategy for regulation of the working conditions of domestic work by bring them under labour law purview. The consultation expected to draw the consensus from participants to shift the focus from a welfare approach to a labour rights framework by showcasing the constitutional rights and entitlements and also existing labour legislations meant for informal workers in general and domestic workers in particular.
