ILO/MOHRSS Experts Meeting on Monitoring and Evaluation Approaches and Systems Relevant to Youth Employment and Training on Monitoring and Evaluation of Youth Employment Interventions in China

The ILO CO-Beijing is collaborating with the Institute of Labour Studies, the Ministry of Human Resource and Social Protection (MOHRSS) to organize an expert meeting to discuss the monitoring and evaluation approaches for China’s youth employment policies.

China is home to 168 million young people aged 15-24, about 14 per cent of the world’s youth population. Promotion of decent work for youth is a key way for young people to actively participate in China’s social and economic development. Youth employment and entrepreneurship are highlighted in China’s 13th Five-Year Plan (2016-2020) with a view to addressing employment challenges and encouraging new business start-ups. Moreover, the G20 labour ministers’ Beijing Declaration includes an “Entrepreneurship Action Plan” for supporting young entrepreneurs.

The Chinese Government has made great effort to provide better employment environment for youth. For instance, China has implemented more than 70 youth employment interventions to improve the labour market outcomes of young people in 2014-15. However, there remain limitations on the evaluation of the policy efficiency due to the absence of reliable data and effective methods. Since China’s policy monitoring mechanism is imperfect, few youth employment policies and programmes have been fully evaluated. Against this backdrop, the ILO CO-Beijing is collaborating with the Institute of Labour Studies, the Ministry of Human Resource and Social Protection (MOHRSS) to organize an expert meeting to discuss the monitoring and evaluation approaches for China’s youth employment policies. The meeting aims to:
  • Share the background and results from ILO/China youth employment policy inventory;
  • Introduce the current programme design and evaluation mechanism in China;
  • Provide international experiences from the ILO’s research in Asia Pacific and other regions;
  • Discuss how to apply the ILO’s key evaluation methodologies and tools to China.
After the expert meeting, the ILO will provide a training on youth employment monitoring and evaluation approaches to stakeholders on March 15-16, 2017. The course covers the key elements of impact evaluation with a focus on youth employment, including the theory of change, youth employment indicators, experimental methods and measurement tools. The course will be delivered by the ILO specialists from the Headquarters and Regional Office for Asia and the Pacific. The training is to improve China’s youth employment evaluation mechanism for shaping China’s youth employment policies on the basis of solid evidence.

The expert meeting and training is co-organized by the ILO and the MOHRSS. About 30 experts from the ILO, the MOHRSS, the All-China Youth Federation, local Governments and universities are invited to the meeting, and more than 20 participants are attending the training.
