ILO Work in Fishery Consultation Meeting

To support the sustainability of Indonesia’s capture fisheries industry, the ILO Jakarta Office is currently implementing three complementary projects aimed at achieving decent work in the fisheries sector and the protection of Indonesian fishers. These are:

• Ship to Shore Rights South East Asia (2020-24) is a multi-country, multi-annual initiative of the European Union (EU) and the United Nations (UN), implemented by the International Labour Organization (ILO) in collaboration with International Organization for Migration (IOM) and United Nations Development Programme (UNDP). Its overriding objective is to promote regular and safe labour migration and decent work for all migrant workers in the fishing and seafood processing sectors in South East Asia.
• The 8.7 Accelerator Lab programme (8.7 ACC Lab) is a global programme of the ILO to accelerate progress on the eradication of forced labour and child labour by optimising the effectiveness of development cooperation interventions. The 8.7 ACC Lab targets interventions at national, regional, and global levels, leveraging use of strategic entry points. In its initial phase, the programme focuses on eradicating forced labour in the fishing sector and is partnering with Indonesia, South Africa and Ghana at the national level. The work in fishing of the 8.7 ACC Lab is funded by the Norwegian Agency for Development Cooperation (NORAD).
• Improving Workers’ Rights in Rural Sectors of the Indo-Pacific with a focus on Women aims to contribute to ensuring and sustaining improved working conditions, especially for women workers, through the improvement and promotion of labour laws compliance, occupational safety and health and gender equality in the rural sectors in the Philippines and Indonesia. The project is funded by the US Department of Labor (US DOL) and implemented as part of Safety + Health for All, the ILO Flagship Programme aimed at improving the safety and health of workers worldwide.

Together, the three projects will provide technical assistance to support the Indonesia government to strengthen the legal and policy framework and its enforcement to protect Indonesian fishers in Indonesia and those working abroad on foreign fleets. The projects will support social partners and aim to improve labour inspection mechanisms, occupational safety and health, and working conditions of fishers and workers in the processing sectors. The projects will also support improved labour migration policies to protect migrant workers and ensuring respect for fundamental principles and rights at work including the eradication of forced labour.

Objectives

In order to ensure a coordinated approach across the three projects targeting the fishing sector, this ILO Engagement in Fisheries Meeting presents an overview of the complementary projects and ensures that the impact of ILO’s interventions is maximized through collaboration and a consistency in approaching tripartite partners.

The objectives of the meeting are to ensure a comprehensive presentation of ILO’s development cooperation support in the fisheries sector and a strategic engagement of national stakeholders in the fisheries sector. The meeting is composed of two parts:

• Convening the Second National Project Advisory Committee of Ship to Shore Rights South East Asia.
• Convening a back-to-back consultation meeting with stakeholders of the 8.7 ACC Lab and Improving Workers’ Rights projects Project Advisory Committees.
