The ILO-China Partnership Programme and Ministry of Labour and Vocational Training Join Forces to Advance Green Skills, Digital Skills in Cambodia

The Directorate General of Technical Vocational Education and Training of Ministry of Labour and Vocational Training (MLVT) of Cambodia and the International Labour Organization (ILO) including ILO-China Partnership Programme have joined forces through the signing of a Memorandum of Understanding (MoU) aimed at advancing various crucial aspects of Cambodia's labor market.

The agreement focuses on supporting inclusive digitalization of skills and Life-Long Learning (LLL) systems, promoting public-private partnerships, and developing inclusive policies on skills mobility.

The signing ceremony witnessed the participation of representatives from both organizations. This collaboration highlights a shared commitment to address the evolving challenges and opportunities in Cambodia's workforce, with a vision to empower workers and promote sustainable economic development.



Through this partnership, ILO and MLVT will collaborate to promote digital skills and Life-Long Learning system in Cambodia, focusing on reskilling and upskilling of workers through work-based learning and effective human resource management practices. The partnership will drive an inclusive green transformation. MLVT and ILO will promote public-private partnership. The partnership will also focus on developing policies and programs promoting skills development, recognizing prior learning, and strengthening core skills and competencies for workers in a dynamic labor market.


The signing of this MoU paves the way for a fruitful collaboration between MLVT and ILO, working towards sustainable economic growth, social progress, and decent work opportunities for all Cambodians. Both organizations are committed to leveraging their expertise and resources to build a thriving labor market that fosters inclusive development and leaves no one behind.
