Within the scope of the sponsorship system adopted in Lebanon, the role of the private recruitment agencies goes beyond placing a worker with an employer. Acknowledging the challenges in the recruitment of MDWs, the Ministry of Labour will introduce a mechanism that promote fair recruitment practices and allow workers and employers to rate private recruitment agencies and contribute to the blacklisting of those who violate a set of standards. The ILO’s Work in Freedom program is supporting the process by organizing a workshop to come with incentive schemes for PRAs and reflect on a feasible and effective monitoring mechanism.
A two-day workshop will be held with members of the NSC, recruitment agencies, and CSOs with the following objectives:
Reflect on the Lebanese regulatory framework and operational modalities relevant to recruitment of migrant workers
discuss Global instruments and international standards related to fair recruitment;
present good practices in fair/ethical recruitment;
come up with incentive schemes for recruitment agencies; and
discuss practical monitoring mechanism and effective transparent ways that allow the workers and employers to report violations, and enable to government to take action.
As a result of the workshop an incentive scheme and criteria will be adopted to be made into an application that allow workers and employers to rate recruitment agencies and complain on violations.
