High Level Tripartite Dialogue on Employment, Industrial Relations and Social Protection

Background

On the 17 and 18 February 2016 the ILO and the Government of Indonesia jointly hosted a tripartite conference on ‘Indonesia’s agenda for SDGs toward Decent Work for All’. One key achievement of the Jakarta conference was a genuine commitment from all sides to implement the SDGs, particularly Goal 8, Economic Growth and Decent Work, taking into account its level of development and capacities. In the conclusions to the conference (“The Way Forward”) the tripartite constituents unanimously recognised the importance of achieving this goal through tripartite social dialogue. The conference also recognised there were significant labour market challenges confronting Indonesia and that the parties needed to address them in a comprehensive and holistic manner.

Another significant achievement was the invitation of ILO by the tripartite constituents to help facilitate a dialogue over a package of issues. The ILO accepted this invitation and made a commitment to share international good practices and policy options in a series of follow-up bipartite and tripartite conferences.

As a follow up of this conference, The ILO will host a high level tripartite dialogue of key decision makers on critical labour market issues on 25 and 26 of August, 2016 in Jakarta. The dialogue will be restricted to representatives of the Government, employers and trade union leaders who exercise influence over labour laws, labour market institutions and current labour practices in Indonesia. To enable real dialogue, and a frank exchange of views, the number of participants will be restricted and a “round –table” format will be adopted.

Methodology and Resource Persons

Tripartite meeting on the preparation of the High Level Dialogue on 26 July 2016, agreed that the two day Dialogue will consist of two type of sessions, (1) “informative” session and (2) “dialogue” session.

The informative session will provide general information and best practices from other countries, particularly in the Asia Pacific Region, on the topics of SDG indicators, labour market development, non-standard forms of work administration, compliance promotion; and social dialogue and freedom of association.

The dialogue session will discuss in depth among the tripartite constituents to come up with recommendations/action plans on the following topics:

• Skills development.
• Social security administration.
• Wages and collective bargaining.

Objective

The Dialogue has four main objectives:

• To introduce and promote the implementation of SDGs, particularly Goal 8 on Economic Growth and Decent Work and its relevance for the tripartite constituents;
• To introduce and promote best practices globally and regionally about various employment issues;
• To promote and facilitate the dialogue among the tripartite constituents; and
• To facilitate detailed discussion about skills, wages and collective bargaining, and social security administration.
