Green Jobs Foundation Training
Main purpose of the foundation training is to serve as a basic awareness raising and knowledge enhancing activity for the ILO constituents.
Background
The government of Indonesia like many other countries in Asia and the Pacific have voluntarily committed to reducing greenhouse gas (GHG) emissions by 2020. Indonesia has committed itself to a reduction of 26% (up to 41% with international support) in GHG emissions. In order to achieve this, climate change mitigation planning must be fully integrated into national economic development planning.
The effects of climate change and consequently policies of mitigation and their impact on the world of work are not always fully understood and, in some cases, considered a strain on the economy and competitiveness. The labour authorities’ and the social partners’ (ILO constituents) involvement in the development of comprehensive and coherent climate policies are required. In order to assist the government of Indonesia, the ILO through its regional office in Bangkok has selected Indonesia, as one of the five countries, to implement the Green Jobs in Asia Project. The objective of this project is to deepen ILO constituents’ understanding and commitment for the promotion of Green Jobs opportunities and an adequate transition for workers and employers towards a low carbon, climate change decelerating, environmentally friendly and socially respectful development in Indonesia.
In order to achieve this objective, the strategy of the Green Jobs in Asia project is:
- Promote the capacity of ILO constituents to engage in dialogue on green jobs through increased access to reliable sources of data and information on green jobs and training, including on the employment impacts of environment-related policies and good practices on green jobs;
- Green jobs mainstreamed in national labour and social policy of participating countries;
- Green Jobs demonstration programs which respond to the different needs of women and men, implemented in key sectors selected on the basis of research and consultations;
The strategy of the project rests strongly on capacity building, which includes training activities for constituents and partners. Following a training and information needs assessment, a common foundation training package for ILO constituents and partners will be developed and delivered.
Purpose, Objective and Content
Main purpose of the foundation training is to serve as a basic awareness raising and knowledge enhancing activity for the ILO constituents. Following the foundation training, a series of other trainings will also be given to the constituents such as the training of trainers (ToT) as well as a roll-out training for their relevant institutions.
Through the training, participants will be introduced to the conceptual framework that provides the foundation for initiatives promoting green jobs and principles of a just transition (including definitions and key policies). They will gain a better understanding of key issues, challenges and responses being developed to address climate change and broader environmental challenges at the national and international levels, and their relations to employment and labour dynamics. It is expected that participants will walk away with a better understanding of the social dimensions of relevant environmental and economic policies, including the workplace, enterprise development, incomes, poverty, and the labour market, especially employment and skills development.
Aim of the training is to strengthen understanding of constituents and partners on the following:
- Key concepts of climate change and environmental issues;
- Linkages to employment and the world of work – core notions of green jobs and just transition;
- National context and policy framework for climate change and links to employment and skills; and
- Potential roles and contributions of constituents in the promotion of green jobs, green businesses and a just transition given the current frame conditions, and possible scenarios in the mid-term (3-5 years).
It is expected that the enhanced understanding of such issues gained through the training will place constituents in a better position to engage in dialogue related to green jobs and the links between environmental and employment issues.
The training aims at strengthening tripartism and social dialogue on the promotion of green jobs and just transition, to capacitate constituents to address green jobs in their strategies and institutional capabilities. It is also expected that this training will provide a basis for social partners to identify potential areas where they may require further capacity building and support to promote the green jobs agenda.
Finally, the training will be designed in a way to encourage the participants to be active and propose ideas on how to positively contribute to the adaptation and mitigation process of climate change and at the same time how to best make use of opportunities arising from them.
Participants
Participants of the foundation training are ILO’s main constituents within the framework of the Green Jobs in Asia Project. In detail these comprise:
Government
- Ministry of Manpower and Transmigration (MoMT)
- Ministry of Culture and Tourism (MoCT)
- Ministry of Environment (MoE)
- National Planning and Development Agency (BAPPENAS)
Employers
- The Employers’ Association of Indonesia (APINDO)
Trade Unions
- KSPI
- KSPSI
- KSBSI
Each participating institution is expected to nominate five participants. Following the Foundation training, these participants are invited to report back to their institution for the purpose of information sharing on the topics, the outcomes and the follow up planning.
Organization
The preparation and implementation of the workshop shall be the responsibility of the ILO CO Jakarta in particular the Green Jobs in Asia project. The participants of the workshop shall consist of the Green Jobs Project Advisory Committee Members and additional individuals from their respective institutions. The workshop shall be of two days duration for a total of 45 participants, not including travel time to and from the workshop.
