Four-tiered training for public employment services officials in Cambodia: Roll-out training (Tier 3)

This Tier-3 public employment services(PES) training aims to strengthen the competencies of PES officials and enhance the quality of public employment services delivery in an inclusive and responsive manner.

Background

Under the joint initiative of the National Employment Agency(NEA) and the International Labour Organization (ILO), supported by the Ministry of Human Resources and Social Security of the People’s Republic of China (MOHRSS), and the Swiss Agency for Development and Cooperation (SDC) through the Promoting the Global Development Initiative with a Focus on South-South Cooperation in Employment in ASEAN” project (ProSSCE-ASEAN) and the “Decent Employment for Youth in Cambodia” programme phase 3 (DEY III), the Four-Tiered Training for Public Employment Services Officials and Employment Counsellors in Cambodia commenced in September 2025. The training started with the adaptation and launch of an online training from September to October 2025 (Tier 1 Training), followed by an in-person training for selected participants in Kampot Province in November 2025 (Tier 2 Training). After successfully implementing two tiers of the four-tiered training programme, the Tier 3 Training will focus on expanding knowledge transfer (Training of Trainers) and professional development. This will be complemented by webinars or an in-person phase on specific themes such as entrepreneurship, inclusion of persons with disabilities and vulnerable groups, and just transitions (Tier 4 Training).

Objectives

Participants will gain knowledge from trainers, who have successfully completed both the online training (Tier 1) and in-person training (Tier 2), on the following topics:

  • The role of public employment services, perspectives of jobseekers, job search methods and tools, and support services for vulnerable groups
  • Recruitment needs of different groups, and referral mechanisms for connecting jobseekers with employers
  • Competencies and professional standards of career guidance and employment counselling, interview assessment and analysis, with practical exercises on employment counselling
  • Labour market information, active labour market policies, and the use of technology and digital platforms for job application
  • Public employment services provided by NEA
