Evaluation Workshop of the National Action Plan on the Elimination of the Worst Forms of Child Labour (2012-2016)
The evaluation workshop will be attended by key national stakeholders who participated directly and contributed to the implementation of the National Action Plan on WFCL during the period of 2012 and 2016. An evaluation team will present the findings of the assessment in terms of the achievements of the actions against child labour, challenges during the implementation and the good practices emerged and related lessons learnt. The participants of an evaluation workshop will also discuss and approve recommendations for further actions on child labour in Mongolia.
For the purpose of implementing the Paragraph 1 in Article 6 of the ILO Convention No.182 and the Paragraph 1.5.9 in the Government Agenda for 2008-2012, the Government of Mongolia issued the resolution to adopt a National Programme for the Elimination of the Worst Forms of Child Labour in October 2011. The goal and principles of the formulation and adoption of the national programme were based on the need to bringing the actions on child labour to a new stage as regards to improving the national legislation and standards, making them in line with international standards, improving educational, development and social integration opportunities for the vulnerable children, improving the access and quality of health and social welfare services for the vulnerable children, implementing targeted measures against child labour and the WFCL. Based on the vision of the ILO Convention on child labour, the goal of the National Programme was to eliminate the WFCL in Mongolia by 2016 by prohibiting the WFCL and intensifying actions against them in all sectors. The national programme has set eight (8) specific objectives and corresponding actions in order to achieve the overriding goal of the programme. The final evaluation will assess the implementation of the National Action Plan since the programme start until the end, covering the period of 2012-2016 and will address relevance, effectiveness, efficiency, sustainability and Impact of the implementation.
