Assessment-Based National Dialogue (ABND): Rapid Assessment Protocol (RAP) Workshop

The Department of Labor and Employment (DOLE) in collaboration with the International Labour Organization Country Office for the Philippines (ILO CO-Manila) conducted the RAP Workshop last 2 to 3 June 2015 at the Discovery Suites Hotel, Pasig City. Following the island-wide consultations held last March and April 2015, policy gaps, implementation issues and their corresponding recommendations were generated at the regional and local level. In preparation for the second step of the ABND exercise in the Philippines, members of the Core Group were introduced to the RAP costing tool which will be used to determine estimate costs, affordability and impact of the proposed social protection measures.

The workshop was attended by the National Economic and Development Authority (NEDA), Philippine Statistics Authority (PSA), Department of Labor and Employment (DOLE) – Employees Compensation Commission (ECC), Institute of Labor Studies (ILS), Bureau of Workers with Special Concerns (BWSC) and Planning Service, Department of Social and Welfare Development (DSWD), Department of Interior and Local Government (DILG), Department of Education (DepEd), National Council for Disability Affairs (NCDA), Philippine Health Insurance Corporation (PHIC), Social Security System (SSS), Social Security Commission-Office of Commissioner Ibarra Malonzo, Federation of Free Workers (FFW), Employers’ Confederation of the Philippines (ECOP), and Social Watch Philippines.
